Boch Outdoor Rink on Ice Pending Permits

Dedham building inspectors order the rink to be removed and grant temporary occupancy permit to the hockey center.

A outdoor hockey rink at giving neighbors headaches is getting removed by the order of the Dedham Building Department.

Building Commissioner Ken Cimeno and a fire inspector granted a temporary occupancy permit to the hockey center after a site visit last week - as long as owner Paul Cokinos removed an outdoor street hockey rink.

"We wouldn’t issue a temporary permit of occupancy until the rink was down," Cimeno said. "The violation still existed."

On Thursday, most of the white boards surrounding the street hockey rink had been removed.

, which they are now trying to obtain from the Zoning Board of Appeals.

Neighbors of Boch Ice and a developer of a two-home cul-de-sac oppose the outdoor rink, and as recent as July.

"Until we hear back from the zoning board, we aren't going to use it or do anything with it, until we get the final decision," Cokinos said in an interview Thursday.

The rink would be used for two travel teams for extra practice, Cokinos said.

Cokinos blamed the opposition to the outdoor rink on the developer next to the rink, who Cokinos said cut down trees after the rink was built.

"It's been a struggle since they put those homes up," Cokinos said.

The town granted Cokinos a 30-day temporary occupancy permit that allows one camp to continue operating, and a second camp could get back up and running if it files proper paperwork with the Board of Health. 

"We wouldn't allow a license to be issued for the camp until the zoning violation was removed," Cimeno said in a phone interview Thursday.

A new temporary permit would then be issued for another short period of time if Cokinos receives Planning Board approval for a parking plan he was ordered to produce after constructing a new mezzanine level inside the rink, Cokinos said.

Once all work is completed, Cimeno said the Building Department would then issue a full occupancy permit.

"Whatever they want us to do, we'll do to follow the guidelines," Cokinos said.
