Why is everyone quitting Town Hall?

I just read that the new tax collector Jane Lepardo and the old tax collector William Ralph are both finalists for the Treasurer job in Norwood.  Why would they both be leaving especially a new Tax Collector who has only been here a few weeks? Interesting since the Town Manager is also leaving. What on earth is going on in town hall?  WHy is everyone trying to leave?
